Kiara is a healthy child who smiles easily. Although she is showing no effects from prenatal exposure to substances, her development will need to be carefully monitored. Kiara is active and easily entertained. She is a sweet and loving girl, and demonstrates affection to her caregivers. This child is in need of a stable and permanent family. She requires a loving and structured adoptive family who is willing to spend some extra time meeting her special needs.
